New Executive Director:
Dr. Garrison announced that Vanessa Martin will be our new Executive Director effective July 1, 2010.

The committee suggested we update the members email address to ensure we do not have mis-communication
The committee discussed efforts to increase membership (including fellows). Dr. Stromquist suggested we send out letters to all Program Directors (Tampa, UF Gainesville and Miami) to see if they can send a representative from their group and attend our next Business meeting in May 2011.
Perinatal Section X- Dr. David Burchfield
Florida is one of five states (the “Big 5” that includes California, Texas, New York, and Illinois) that are being targeted by a March of Dimes initiative for perinatal quality improvement because they have the largest proportion of premature and late preterm births, and c-sections rates. A meeting of the Florida Perinatal Quality Collaborative is scheduled for June 10, 2010 in Gainesville to which all parties in the state, including representatives from FSN, who are interested in improving the outcome of pregnancy, are invited to attend. This collaborative effort between obstetricians; pediatricians; neonatologists; nurse midwives; health care organizations, both private and governmental; with support of the March of Dimes has the goal of improving birth outcomes and the primary focus is the reduction of preterm births. The experience of California, Utah, North Carolina and Ohio is being drawn on for ideas. Participating hospitals and associated obstetricians and neonatologists will have a common goal of reducing preterm deliveries and associated neonatal deaths. The planned neonatal effort will be to develop a system to gather and organize data to look at outcomes that would enable us to design quality improvement projects related to reducing deaths and morbidity of preterm infants. One benefit of the effort would be to have projects that could be approved by the American Board of Pediatrics for Part 4 of the Maintenance of Certification requirement so that participants would be able to satisfy this requirement. California is most advanced with the effort and with legislative support was able to achieve 100% participation in their projects. North Carolina developed approved quality improvement projects and enrolled participants who paid an entry fee for submission of de-indentified data for analysis. The hope is that the effort in Florida will become well organized so that it will be a benefit for the FSN members and stimulate membership and attendance at the annual business meeting.
Resident Hours:
Those who have residents in their programs, there are going to be work hours coming out. The exact work hours of restriction has not been decided. The ACGME who is the governing body for all residency programs in the country will be putting out in June 2010 a work hours proposals. There will be several months for public comments. We feel very strongly that by July 2010 work hour regulations will come into place. Right now what is commonly called the 30/80 hour rule is no more than 80 hours in one week and no more than 30 continuous hours. It’s all about safety.
Coding Tool Kit:
There is a new coding tool kit through the academy. Perinatal section member can have a copy mailed or obtain on-line.
Recent State of Florida Medicaid Legislative Reform:
This year nothing is changing but in a year from now there will be no straight Medicaid. Legislative sessions are going to have all Manage Care Medicaid. Mostly likely, it’s going to effective General Pediatricians a lot worse than Neonatologists.
RPICC Programs:
Places that are RPICC Programs we are going to have a big change this year and that is the CMS cut. They cut out the data system in Gainesville which is the billing way (we submit bills electronically to Gainesville and then to Tallahassee). So very soon we will be billing directly to Tallahassee.
